  Week4  Relative poverty What is relative poverty? Unlike absolute poverty I mentioned in my last blog, relative poverty is a condition where household have less than one half of the average income. This means the person can be poor in relative sence, but not in absolute sence. This is defined in compraision to others financial situation, so it can happen in almost every countries introducing capitalism. (In communisit nations, it IS possible to eleminate financial desparities by having everything under control, but unfortunately as the history shows us, it's not the ideal economic policy)  Relative poverty in Japan According to ministry of health, labour and walfare, almost 15 % of people are said to have been in relative poverty,earning 1.27 million yen or less in a year. That means one in six people are financially left behind.                           Absolute poverty What is absolute poverty ?  Absolute poverty is the situation where people can't meet basic needs in order to maintain living standard. For instance, having no access to shelter, food, clean water, school education. We have to understand that what we think as a basic level of life may change over time. For example, back in 17 century, food and water were what was all needed to meet basic needs,but in today's society, food should have decent level of nutrients, water should be clean and not polluted. Even the access to the Internet can be minimum requirements to have a normal life. I heard that out of  households whose income is less than one half of average ,over 80 percent have Internet access in Japan. (I'll talk about relative poverty in next blog.)   Look at the chart above. It seems that absolute poverty rate itself has been gradually declining compared to 1981...

  Poverty in the 21st century Photo pasted from  THE 17 GOALS | Sustainable Development (un.org)   No poverty is one of the goals that we must achive.  Poverty has always been a major issue in the society throughout the history. Having 1929 great depression at the head of the list, there have been a lot of historical events (such as Lehman shock in 2008) that eventually led people to suffer from financial crisis. Recently however, constant poverty is becoming a commonplace even in developed countries including Japan. With COVID-19 pandemic, poverty rate in Japan is worse than ever. It is said that more than 4 years of progress in fights of poverty had been erased by COVID-19. For your information, it has been almost ３years since the pandemic hit. In fact, the number of people who live in extreme poverty has risin to 676 million.
